Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of PEPFAR Program Assistant.
The work schedule for this position is:
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Under the direct supervision of the PEPFAR Coordinator, the incumbent serves as the operational, logistical, and administrative assistant in the President’s Emergency Plan for AIDS Relief (PEPFAR) Coordination Office. The incumbent contributes to the goals and objectives of PEPFAR in Uganda and works with the in-country PEPFAR staff to ensure the successful outcome of PEPFAR-funded activities. Major duties include assisting with the preparation of the $400 million interagency Country Operational Plan (COP) each year, supporting administrative functions of the office including operational plan updates to budgets and program targets, and maintaining databases to ensure coordination of the interagency PEPFAR COP budget, activities, and approval requirements through the program development, implementation, and review cycle.

Qualifications and Evaluations
EDUCATION: Completion of Two years of general College or University Studies is required.
Requirements:
EXPERIENCE: Minimum three years of increasingly responsible experience in program/project management, or administration, including working with more senior staff in the organization is required.
JOB KNOWLEDGE: The incumbent is required to possess a good understanding of the operations of the government of Uganda, non-governmental organizations, and civil society organizations working in HIV/AIDS. Position requires extensive knowledge of the principles, concepts, methods, and standards of practices for: coordinating large groups of people to accomplish a series of goals to produce a comprehensive and cohesive deliverable; complete and maintain databases and adequate documentation of meetings and decision points that impact budget and technical decisions; basic accounting; foreign aid program administration and community development in the host country context.

LANGUAGE: Good working knowledge; written & spoken.
SKILLS AND ABILITIES: Must be a self-starter with excellent organizational, time management, and analytical skills with a strong attention to details. Strong interpersonal and organizational skills and ability to process large amounts of information and organize it into effective formats, as well as demonstrated analysis, problem-solving skills, and cultural sensitivity is required. Microsoft Office Applications proficiency (Word, Excel, Outlook, PowerPoint) is required for daily tasks. Regular demand for use of keyboard skills where both speed and accuracy are required. Numerical skills are required due to regular demand for assisting with financial operations.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
