Background
CARE International with funding from GFFO will beimplementing a multi country Protection, GBV and Sexual Reproductive and Maternal Health Project in Uganda, DRC and South Sudan targeting refugees and host populations. The project will mainly focus on: Increasing access to life-saving SRH and protection services for displaced populations and host communities across DRC, South Sudan and Uganda. The GFFO funding is to consolidate and ensure that women and adolescent girls have access to quality SRMH services as part of a comprehensive package of SRH services across the target locations.
Job Summary:
The Regional Coordinator is responsible for ensuring a smooth regional coordination, common approach and quality of the project implementation and reporting (narrative and financial) among the three implementing Country Offices of South Sudan, DRC and Uganda, and local partners involved. S/He will supervise efficient implementation of the project’s interventions, ensure regional approaches and synergies. S/He will provide overall technical support in order to guarantee full compliance with commitments and donor’s rules and regulations at the regional level, in addition to ensuring program quality. S/He will provide support to the Financial Coordinator when needed, the Regional Coordinator is also responsible for the consolidation of narrative reporting.
Specific responsibilities and tasks:
Contacts/Key Relationships/Collaboration:
Internally in CARE Uganda, the Regional Program Coordinator will report to the Program Director but will work closely with the Care Germany team and the other country offices. S/he will keep daily contact with the staff working in the assigned projects; with staff members in the Country Office that provide management, financial and logistical support to the programme. Externally, the Regional Program Coordinator will maintain regular contact and dialogue with all implementing Country offices, partners, other INGOs supporting common partners and organisational development and capacity building service providers that CARE and partners might want to contract.
Authority:
The Regional Program Coordinator has the responsibility for programme monitoring. S/he has authority to review approve COs’ and partners’ narrative and financial reports and payments of new instalments in close collaboration with the Regional Financial Coordinator.
Working Conditions:
The Regional Program Coordinator will be based at CARE’s Country Office in Arua and have occasional field visits in Kampala, DRC, South Sudan, and participation in regional and international activities. The expected time spent on travelling is 50%.
Minimum Qualification and experience:
The RPC will have a suitable combination of experience and relevant training in the following technical and programmatic requirements for the position.
