Are you an experienced leader in managing development cooperation projects? WUSC is currently looking for a Country Director in Uganda to lead the implementation of programming and program development in-country.

BACKGROUND

WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. We bring together a diverse network of governments, civil society organizations, businesses, students, volunteers, and schools who share this vision. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Foreign, Commonwealth and Development Office (FCDO), the World Bank, the Mastercard Foundation, and the African Development Bank.

WUSC UGANDA

WUSC started operations in Uganda in 2018 through its Student Refugee Program and has expanded in 2020 with the introduction of a volunteer cooperation program and a girls education project. WUSC is a registered international NGO in Uganda with offices in Kampala and Moyo and 8 staff.

The IGNI+E Project: WUSC’s Volunteer Cooperation Program (VCP) called IGNI+E is a seven-year (2020-2027), CAD$50 million initiative funded through Global Affairs Canada. IGNI+E is harnessing the knowledge, capacity and expertise of hundreds of international and national volunteers to support partners in Uganda (and 6 other countries in Africa and Asia) to advance gender equality and facilitate economic opportunities for poor and marginalized young people, especially young women and refugees.

The AGENCI Project: The Adolescent Girls’ Education in Crisis Initiative (AGENCI) is a CAD$ 17 million, four-year project (2020-2024) designed to empower adolescent girls through education in crisis affected areas of South Sudan, Uganda and Syria. Funded by Global Affairs Canada (GAC) and implemented in a consortium partnership with the Aga Khan Foundation, this project works closely with local partners including Windle International Uganda and the Ugandan government.

The Student Refugee Program: The Student Refugee Program provides resettlement and access to higher education in Canada for over 150 refugee students per year through active partnerships with Canadian universities and colleges. The program resettles over 30 refugee students per year from Uganda.

RESPONSIBILITIES

Under the supervision of the Director of Programs and the Director of the Volunteer Cooperation Program, the Country Director Uganda, is responsible for:

VCP Program Coordination

  • In collaboration with the Director, VCP and other colleagues in the region, design and implement the VCP Program in-country in a coherent and effective manner in relation to the country’s priorities and regional priorities.
  • Develop work plans, annual budgets and annual reports for the Program.
  • Manage the activities of the Senior Program Officer, partners and volunteers in relation to the planning, implementation, monitoring and evaluation of VCP programming in the country.
  • Ensure the delivery of the Program’s expected results in-country through managing a portfolio of 12-15 Program partners, coordinating the Project Advisory Committee and through planning, activities monitoring and results reporting.
  • Manage the Program in accordance with the policies and procedures established by the Program and by WUSC.
  • In collaboration with local partners, program support volunteers and the senior program officer implement procedures to support volunteers on their arrival and over the duration of their mandates.
  • In close collaboration with the Senior Program Officer and the Volunteer Mobilization Team Canada, participate in the recruitment, mobilization, training and support of volunteers (Canadian, South-South, National).
  • Coordinate the identification and securing of additional funding resources to support Program partners’ programming.
  • With the support of the Gender Equality and Social Inclusion Advisor (GESI), volunteers and partners, integrate or ensure the integration of Gender Equality concerns in all Program activities; organize training sessions, if necessary.
  • With the support of the results-based management (RBM) specialist (possibly a volunteer), integrate or ensure the integration of RBM in activity planning and reporting of results; organize training, if necessary.
  • Ensuring that the emergency, security and safeguarding procedures established by WUSC with respect to volunteers and WUSC personnel are implemented, updated and enforced.

Country Program Leadership

  • Develop/lead a Uganda program strategy that contributes to WUSC’s mission and vision
  • Manage all WUSC initiatives in accordance with WUSC policies, procedures and strategies
  • Ensure strong performance of all current projects in Uganda (IGNI+E, AGENCI, SRP)
  • Ensure the documentation of results and good practices of WUSC initiatives in Uganda and the generation of content and knowledge, with the goal of the communication and dissemination thereof, both internally and externally.
  • Represent WUSC in Uganda, managing relationships with key partners – from public and private sectors and civil society to achieve programming goals
  • Represent WUSC in dealings with in-country governmental agencies, the Canadian government (Canadian diplomatic representatives, Global Affairs Canada), other funders and strategic partners in the country.
  • Identify potential funding sources to develop programming in the country that align to WUSC’s theory of change and programming principles and coordinate the preparation of program proposals in collaboration with WUSC Ottawa’s Program Development team
  • Ensure the application of WUSC’s Age, Gender and Diversity policy in all programming and operations.
  • Ensure linkages and synergies across all WUSC initiatives in Uganda

Management and Administration

  • Ensure personnel management in the country, by supervising recruitment, training and performance reviews, in accordance with current policies and practices.
  • Plan and manage financial and material resources in accordance with Program guidelines and the policies and procedures of WUSC.
  • Produce budgets and ensure budget monitoring.
  • Authorize Program expenditures, sign or co-sign cheques and approve the required financial reports.
  • Ensure WUSC is in good legal standing in Uganda.
  • Ensure day to day management of all Uganda office operations.

QUALIFICATIONS AND COMPETENCIES

Education

  • Masters Degree in a relevant discipline or relevant combination of education and work experience.

Experience & Competencies

  • Seven to ten years of experience in managing development cooperation programs.
  • Two years of experience in coordinating intercultural teams preferably with experience in volunteer management.
  • Relevant experience in developing partnerships and networks.
  • Experience in needs analysis, capacity building and training.
  • Experience in personnel management.
  • Experience in project development and project management including budget development and management.
  • Excellent communications and representation skills.
  • Knowledge of national development strategies, particularly in relation to the economic sector, businesses, entrepreneurship, employability, and vocational and technical training.
  • An innovative, entrepreneurial spirit.
  • Proficiency with information technologies and computer skills (Word, Excel, the Internet, etc.) and familiarity with Google Drive and Gmail an asset.
  • Knowledge of youth and women’s employment and entrepreneurship, gender lens investing and blended finance models is considered an asset.
  • Adherence to the Gender Equality and social inclusion principles.
  • Curious, enthusiastic and willing to innovate and adapt.

Languages

  • Excellent written and verbal communication skills in English.
